What do LDB and PCN for Foreign Languages say?

Abstract

The aim of this article is to discuss the current Brazilian language planning and policy to foreign languages. The focus is on the Brazilian National Law for Education (Lei de Diretrizes e Bases da Educação Nacional - LDB) and on the Brazilian Orientations to Foreign Language Learning and Teaching (Parâmetros Curriculares Nacionais de Língua Estrangeira - PCNs de LE). The article is based on the proposal of Schiffman (1996, 2006), Shohamy (2006, 2008) e Spolsky (2004) regarding language planning and policy description. To these authors, the official language policy of a country frequently does not correspond to the real language policy existing in that society. Based on this proposal, the official statements about the Brazilian linguistic and cultural diversity and the social practices related to this matter are analyzed in the first section. In the following section, it is discussed the Brazilian Educational Law’s “official statements” about foreign language teaching and learning in Brazilian schools. The last part of the article is dedicated to discuss the “unofficial statements” of the Education Law regarding this topic.

Professor de Metodologia de Ensino de Língua Portuguesa e de Português como Língua Estrangeira junto ao Departamento de Letras, do Instituto de Ciências Humanas e Letras (ICHL), da Universidade Federal de Alfenas (UNIFAL). Licenciado em Letras Português/Inglês e mestre em Estudos Linguísticos - Ensino/Aprendizagem de Línguas pela UNESP e doutor em Linguística Aplicada pela UNICAMP.
