AN ANALYSIS OF THE IMPLEMENTATION OF THE INTEGRATED ELECTRONIC PROCESS SYSTEM IN THE MUNICIPALITY OF PARELHAS, RN

Abstract

This study analyzed the implementation of the PROSIPE system in the operationalization of activities at the Municipal Government of Parelhas-RN, aiming to assess its impacts on task resolution before system adoption, task execution time, post-implementation effectiveness, employee adaptation, and overall system evaluation. A mixed-methods approach was adopted, combining structured Likert-scale questionnaires applied to 16 public servants and semi-structured interviews, allowing an integrated analysis of quantitative and qualitative data. The results indicated that perceptions of task resolution prior to system implementation were moderate, while effectiveness after adoption was significantly positive, as confirmed by the Wilcoxon test (p = 0.00596). The analysis of task execution time revealed greater dispersion in responses, indicating differing perceptions among employees regarding the agility of administrative processes. Overall, adaptation to the PROSIPE system and its general evaluation were predominantly positive, highlighting improvements in internal organization, interdepartmental collaboration, process traceability, and access to information. It is concluded that the implementation of PROSIPE contributed to administrative modernization within the municipality, promoting greater efficiency and transparency in public processes and emphasizing the importance of continuous training and technical support. These findings provide relevant insights for public managers, demonstrating that the adoption of digital information systems in municipal contexts can optimize workflows, reduce resource consumption, and improve the quality of services delivered to citizens.
