Evaluation of the extension of the deadline for responding to requests for access to information through binary regression with logit link function

Abstract

This study aims to analyze the factors that determine the extension of the deadline for responding to requests for access to information from public sector entities. Data were collected from the Fala.Br platform, managed by the Controladoria-Geral da União (CGU). A total of 1,064,978 observations, referring to the period from May 2012 to September 2021, were analyzed and the dependent variable indicates whether the deadline for responding to the request was extended or not. Due to the binary characteristic of this variable, data were analyzed using a binary regression model. The model’s suitability was evaluated using the Hosmer-Lemeshow test, which did not show any adjustment problems. As main results, it is highlighted that the channel through which the request was made, the sphere of the request, and its year were relevant to explain the extension of the deadline. More specifically, it was found that the Online channel, in relation to the Offline one, has a greater chance of extension. The Federal sphere, compared to the Non-federal one, has a greater chance of extending the deadline as well. As for the year, it was found that the chance of extension of 2015 and 2016 was no different when compared to 2012 (baseline). In addition, except for 2014 (odds ratio = 0.89), there was a greater chance of extension over the analyzed period (odds ratio > 1.00). Future investigations may examine in more detail the years of 2014, 2015, and 2016 to better understand this different behavior.
